Chapman argues that because of the clan (sic) and the attitudes represented by the klan, the Negro had been kept in a perpetual state of poverty. He is no friend to the cause of Reconstruction, blaming the carpetbaggers for much of ills visited on the Southern Negro. He sees no real help from the East.
